To think many third world countries have cleaner toiletry habits than so called civilized countries.
My first experience was in the Philippines using a tabo (tah-bow). The tabo and a bucket of water are located in the CR (toilet/washroom). The tabo is at first hard to use. When you find the best way to 'handle' it you will find it effective.
Now we have a bidet, which is by far easier to use. Connected at the tap outlet on a T piece. Water to the toilet and water to the bidet hose. You can have a bottom wash which I must say is refreshing. You do feel cleaner compared to the paper wipe down process.
